§ Mr. Douglas HoggWe continue to express our concern to the Kuwaiti authorities that Palestinians should be treated fairly and in accordance with the law. Our latest reports suggest that the situation is improving. The ICRC, which has been given access to Palestinian detainees, confirms that their conditions have greatly improved. We shall continue to monitor the situation and raise it with the Government of Kuwait whenever necessary.
