asked Her Majesty's Government:

Whether it is their wish that the terms of the cease-fire in the Gulf should pre-empt regional and international discussions and agreement on arms control arrangements in the Middle East.

The Earl of Caithness:

A permanent cease-fire is now in place following the formal and irrevocable acceptance by Iraq of the terms of UNSCR 687. These include the destruction of Iraq's weapons of mass destruction and long range missiles. The resolution does not pre-empt any regional or international discussion on arms control in the Middle East.
