To ask the Minister for the Civil Service if he plans to make changes to the legislation which governs the employment in the civil service of nationals of other member states of the European Community.

[pursuant to his reply, 20 December 1990, c. 295]: I have today laid before Parliament, a draft Order in Council which, subject to approval by a resolution of each House of Parliament, will allow nationals of other member states of the European Community and certain members of their families to be employed in the civil service, in posts other than those posts which are part of the public service within the meaning of article 48(4) of the EEC treaty. The Order in Council makes similar provision in relation to the Northern Ireland civil service, thus ensuring that the same position is achieved in the whole of the United Kingdom.
