Mr. Alfred Morris

To ask the Secretary of State for Wales what is his estimate of the cost of implementation of sections 1, 2 and 3 of the Disabled Persons (Services, Consultation and Representation) Act 1986 in Wales; and if he will make a statement.

Mr. Nicholas Bennett

It is estimated that the cost of implementation would be less than £2 million. It has been decided, as in the rest of Great Britain, not to implement these sections, but the situation will be reviewed carefully when the impact can be assessed of the wider reforms set out in the White Paper "Caring for People: Community Care in the Next Decade and Beyond"—Cm. 849.
