To ask the Secretary of State for Energy what consideration he has given to requiring the electricity distribution companies to give discounts to families and pensioners who have difficulty paying electricity bills.

It would not be fair to expect the general body of consumers to subsidise those who cannot or will not pay their bills. However, in recognition that some consumers may experience genuine difficulties, the licences issued to the public electricity suppliers have strengthened the protections against disconnection offered to such consumers. These include easy payment arrangements and, where safe and practical, the installation of prepayment meters.
