(2) if he will list, with dates of issue, all local authorities which have been issued section 14 notices under the Local Government Act 1988; and if he will make a statement.

My right hon. Friend will continue to make use of the sanction powers available to him under sections 13 and 14 of the Local Government Act 1988 where it appears to him that a local authority has failed to comply with the relevant provisions of the Act in carrying out work covered by the Act.

To ask the Secretary of State for the Environment what action he proposes to take in regard to the London borough of Camden under part I of the Local Government Act 1988.

[pursuant to his answer, 22 October 1990, c. 40–41]: My right hon. Friend has today issued a direction under section 14 of the Local Government Act 1988 on the London borough of Camden in relation to refuse collection and street cleaning work. The direction requires the authority to expose this work to competitive tendering again by 1 August 1991, and to obtain the Secretary of State's consent to any decision that the authority's direct service organisation should take part in the new tendering exercise, and also to any decision again to assign the work to the DSO.
