At what point does liability for the community charge arise when residential property is under repair to make it fit for human occupation.

Baroness Blatch

Any person, unless exempt, is liable for a personal community charge to the local authority in whose area they have their main residence. In addition, the owner or lessee of a property which is no one's main residence is liable for a standard community charge.

Where domestic property is necessarily unoccupied pending repairs, no standard charge can be levied until six months after such repairs are substantially completed or such longer period as the charging authority prescribe for this circumstance.
