HL Deb 24 October 1990 vol 522 c1517WA
Baroness Ewart-Biggs

asked Her Majesty's Government.

What talks they have had, or have planned, with each faction represented in the Cambodian Supreme National Council.

Lord Reay

In accordance with the framework for a comprehensive political settlement endorsed by the UN General Assembly on 15th October, the Supreme National Council (SNC) is composed of representative individuals with authority among the Cambodian people and reflecting all shades of opinion among them. As a permanent member of the UN Security Council, we look forward to early discussions with the SNC when they have elected a chairman.

Baroness Ewart-Biggs

asked Her Majesty's Government:

Who are the members of the Supreme National Council established under the UN framework for Cambodia, and what positions were held by the two Khmer Rouge members in the government of Pol Pot, 1975–78.

Lord Reay

I am arranging to place in the Library of the House the Joint Statement of the Jakarta meeting of 10th September in which the Cambodian parties announced the forming and composition of the Supreme National Council (SNC). In accordance with the framework for a comprehensive political settlement endorsed by the UN General Assembly on 15th October, the SNC is composed of representative individuals with authority among the Cambodian people and reflecting all shades of opinion among them.
