§ Mr. FallonMy right hon. Friend has received a number of representations concerning provision for pupils with special educational needs in schools covered by schemes of local management. In response we have confirmed our concern that appropriate and effective provision should be made for pupils with special educational needs. The introduction of LMS does not alter authorities' responsibilities for pupils with special educational needs and should have no adverse effect on provision for such pupils.
