To ask the Secretary of State for Education and Science what representations he has received regarding local management of schools and children with special educational needs; and if he will make a statement.

Mr. Fallon

My right hon. Friend has received a number of representations concerning provision for pupils with special educational needs in schools covered by schemes of local management. In response we have confirmed our concern that appropriate and effective provision should be made for pupils with special educational needs. The introduction of LMS does not alter authorities' responsibilities for pupils with special educational needs and should have no adverse effect on provision for such pupils.

Mr. Battle

To ask the Secretary of State for Education and Science whether formula funding arrangements under local management of schools will take account of resources needed in schools to prevent statementing; when calculating special needs provision.

Mr. Fallon

Local management of schools offers local education authorities the flexibility to take account of the resources needed in schools to support all pupils with special educational needs.
