There is welcome evidence from Her Majesty's inspectorate that most schools are making satisfactory or good progress in implementing the national curriculum. My right hon. Friend is taking steps to ensure that the new requirements are phased in gradually over a number of years, subject by subject, to make implementation more manageable for teachers.
