To ask the Secretary of State for Transport if he has any plans to introduce legislation which would require that all passengers in minibuses be strapped in by safety belts.

We have no present plans to do so. Currently, very few minibuses are fitted with belts on any seats other than front seats. We are, however, anxious to see the much wider availability of seat belts on minibuses, so that passengers can wear them if they so choose. At our request, the European Commission has agreed to bring forward proposals by the end of 1991 requiring the fitting of seat belts to all seats in minibuses and coaches.
