§ Mr. Lennox-BoydSuccessive British Governments have always regarded Tibet as autonomous while recognising the special position of the Chinese authorities there. This remains our view. Against this background, we continue to call for dialogue between the Chinese Government and the Tibetan people. We have also told the Chinese authorities on every possible occasion of our concern about the human rights situation in Tibet.
