§ Mr. Alan HowarthStudents, of whatever nationality, are entitled to loans from the Student Loans Company provided that they meet the eligibility requirements set out in the Education (Student Loans) Regulations 1990. These include the condition that a student should satisfy the ordinary residence requirements set out in the schedule to the regulations or in the Students' Allowances (Scotland) Regulations 1987, or be a refugee—or a spouse or child of a refugee—who has been ordinarily resident in the British Islands since being recognised as a refugee.
