§ The Prime MinisterWhere there is flagrant violation of international law such as the Iraqi occupation of Kuwait, comprehensive sanctions, collectively and effectively implemented, may be an appropriate response. Each case must, however, be examined individually, bearing in mind the objectives of our policy and the likely effectiveness of sanctions in achieving those objectives.
