§ Mr. Peter LloydThe Criminal Justice Bill is concerned with the treatment of offenders and the administration of justice rather than the creation of new offences. We decided in October to legislate along the lines which Lord Justice Taylor recommended. We are now considering how the offences should be formulated and will introduce legislative proposals as soon as parliamentary time allows.
