Friend the then Minister of State, Foreign and Commonwealth Office, the Member for Wallasey (Mrs. Chalker), signed the Single European Act at the plenipotentiary meetings in Luxembourg on 17 February 1986 and The Hague on 28 February 1986 under general full powers authorised by Her Majesty the Queen.
