§ Mr. Peter LloydThe Secretary of State has no powers to ban water sports taking place off bathing beaches. Local authorities are able to make byelaws to control public bathing and to regulate the navigation of seaside pleasure boats to prevent danger to bathers, but this does not include power to prohibit particular activities taking place.
