§ Sir Peter EmeryTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the status of, and the Government's policy in respect of ratification of(a) the protocol additional to the Geneva conventions of 12 August 1949 and relating to the protection of victims of international armed conflicts, protocol 1, and (b) the protocol additional to the Geneva conventions of 12 August 1949 and relating to the protection of victims of non-international armed conflicts, protocol 2.
§ Mr. Douglas HoggCurrently, 97 states are party to additional protocol 1 of the 1949 Geneva conventions. Eighty-seven states are party to additional protocol 2. We signed both additional protocols in 1977, but have yet to ratify them. We hope to come to a decision soon.
