To ask the Secretary of State for Foreign and Commonwealth Affairs what is the Government's policy in respect of negotiating the establishment of a comprehensive ban on all nuclear tests when they attend the conference in New York in January 1991.

A comprehensive test ban remains a long-term goal to which progress will be made by only a step-by-step approach. This must take account of technical advances in verification as well as progress elsewhere in arms control and the attitudes of other states.
