Mr. JacksonAn ad-hoc interdepartmental working group of officials was set up in 1987 to consider the implications of the decline in the number of young people entering the labour market. The working group consisted of officials from the Department of Employment, which chaired the group, the Department of Education and Science, the Manpower Services Commission, the Department of Health and Social Security, the Manpower and Personnel Office and the Ministry of Defence.
The working group's findings were summarised in an article entitled "New Entrants to the Labour Market in the 1990s", which was published in the May 1988 edition of Employment Gazette, and in chapter 1 of the Government White Paper "Employment for the 1990s" (Cm 540).
