asked Her Majesty's Government:

Whether exports to Europe of oil derived from the United Kingdom continental shelf are currently limited to member countries of the European Economic Community and the International Energy Agency and Finland; and if so whether, in view of the changed situation in Eastern Europe and the USSR, there is any prospect of oil exports to these countries now being permitted.

Under guidelines established in 1979, Her Majesty's Government expect oil companies exporting crude oil from the United Kingdom continental shelf to do so in the markets of member countries of the European Community and International Energy Agency and those countries where there is an established pattern of trade with the United Kingdom. The Government are keen to see the freeing of trade with Eastern Europe and the Soviet Union across a wide range of sectors. Prospects for future crude oil exports to the countries of Eastern Europe depend on a number of international policy objectives and obligations in addition to the energy supply needs of those countries.
