§ Mr. Heathcoat-AmoryThe figure of £142 million was the estimated cost of the Limehouse link road, prepared by LDDC in 1988, prior to tendering in 1989. It relates to construction costs only. The main construction contract was awarded in September 1989 at a value of £220 million to a joint venture of Balfour Beatty Construction Ltd. and40W Fairclough Civil Engineering Ltd. Subcontracting is a matter for the main contractors, and the details are confidential to them.
