§ Mr. HinchliffeTo ask the Secretary of State for the Environment what evidence his Department has of the impact of the system of contribution repayments towards disabled facilities grants, set out in circular 10/90 (paragraphs 17, 18 and 67), on the financial situation of disabled persons and their families and on the expenditure of local authorities that waive loan repayments.
§ Mr. KeyI have no evidence to suggest that the system is not working as intended, which is to ensure that the resources available tor grants are used as effectively as possible. All aspects of the new renovation grant system will however be kept under review.
