§ Mr. Lennox-BoydThe cessation of outside military assistance to all Cambodian parties is an integral part of the framework for a comprehensive political settlement agreed by the five permanent members of the United Nations Security Council, including the United Kingdom. Both the United Nations Security Council and the United Nations General Assembly have unanimously endorsed this framework which is now being elaborated by the co-chairmen of the Paris international conference on Cambodia.
