§ Mr. KeyIn the period 1979–80 to 1989–90 locally set non-domestic rate poundages in England rose by an average of 37.4 per cent. more than the retail prices index. This contrasts vividly with the new system under which the national non-domestic rating multiplier cannot rise by more than the rate of inflation.
