§ Mr. Peter LloydMy right hon. and learned Friend's intention was to bring the codes into force on 1 January 1991. In order to make some small amendments to the codes, however, and to give the police more time for training, we have today laid a fresh set of draft codes before Parliament and plan to bring them into force on 1 April 1991.
