To ask the Secretary of State for the Home Department if he has any plans to give all prisoners a right of access to education; and if he will make a statement.

A substantial proportion of the prison service's resources is devoted to basic education and the service aims to provide a variety of opportunities for prisoners. There was a 14 per cent, increase in student hours between 1988–89 and 1989–90.

In addition the Government are considering the recommendations of the third report from the Education, Science and Arts Committee (HC 482) on this matter, and will also wish to take into account any relevant recommendations of Lord Justice Woolf's inquiry into prison disturbances.
