Figures are as denned in the public expenditure White Papers: that is, they include child benefit, one-parent benefit, family income supplement/family credit, maternity benefits and statutory maternity pay, and supplementary benefit/income support and housing benefit payments to one-parent families. They have been supplemented by estimates of the cost of child tax allowances and additional tax allowances for lone parents in the relevant years.
