To ask the Secretary of State for Foreign and Commonwealth Affairs if he proposes to make any changes in his Department's diplomatic wing cash limits for 1990–91.

Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class II, vote 2 (other external relations) will be increased by £12,130,00 from £163,889,000 to £176,019,000. This change reflects increased costs on United Nations Observer Force in Central America (ONUCA), International Support and Verification Commission in Central America (CIAV), drugs, assistance to dependent territories and military assistance to Portugal. Part of this increase is offset by a transfer from class II, vote 1 (overseas representation) where the cash limit will be reduced by £1,330,000 from £536,052,000 to £534,722,000 representing a reduced provision for the overseas estate. Part is offset by transfer from Ministry of Defence class I, vote 2. The balance of the increase will be charged to the reserve and will not therefore add to the planned total of public expenditure.
