§ Mr. RyderMy right hon. Friend has no plans to introduce a lower rate of car tax for new cars fitted with catalytic converters. European Community rules on emissions will almost certainly make catalysts essential by 1 January 1993 and a tax change for such a short interim period cannot be justified.
