§ Mr. MichaelTo ask the Secretary of State for Wales whether he will make suitable financial arrangements to ensure(a) that successful applicants for urban aid grants in 1990–91 have adequate time to undertake the work set out in their application and (b) that carry-over arrangements arising from this year's late grant decisions are (i) sympathetic to the problems that applicants may have and (b) funded in full by his Department.
