§ Mr. DorrellStatutory bans on smoking already apply in certain areas because of safety considerations such as fire risks in the London Underground. In other public areas the Government encourage the introduction of voluntary policies to discourage smoking, for example through the HEA's campaigns. This approach results in good progress being made and policies being tailored to circumstances.
