HC Deb 22 May 1990 vol 173 cc133-5W
Mr. Kirkwood

To ask the Secretary of State for the Home Department if he will list the actual expenditure per head of British citizens on advertising the rights of overseas voters under the Representation of the People Act 1989, for each overseas country, in 1989–90; if he will give a detailed breakdown of expenditure in South Africa by press, television and radio; and if he will give the apportionment of expenditure in South Africa by ethnic grouping.

Mr. Peter Lloyd

The table gives estimates of the expenditure per head on publicity/advertising in each country, based on estimates of the number of British citizens living in each country who are likely to have spent less than 20 years there.

In South Africa, advertisements are being placed in The Star (Johannesburg), the Sunday Times (Johannesburg), The Argus (Cape Town), the Cape Times and the Daily News (Durban), costing a total of £7,676. In addition, a total of £2,250 has been allocated to diplomatic posts in South Africa for local publicity or advertising. No advertising is being done on radio or television.

The advertising and publicity in South Africa is aimed at British citizens living there; expenditure has not been apportioned on the basis of ethnic grouping.
