asked Her Majesty's Government:

Whether the Soviet Government is in breach of its undertakings under the CSCE agreement in severely restricting access of journalists to Vilnius and other parts of Lithuania; and whether they will raise the matter at the forthcoming CSCE Review Conference in Copenhagen in June and point out the implications for the CSCE Review Conference in Moscow in 1991.

The Soviet decision in March not to allow journalists to stay in Luthuania was clearly against the spirit of the Helsinki Final Act. We made our concern on this matter clear to the Soviet authorities at the time. Since then foreign journalists have once again been given visas to go to Lithuania. We will continue to monitor the situation closely and will, if necessary, consider raising it at the Copenhagen conference in June.
