§ Mr. GristI refer the hon. Gentleman to my reply of 16 May 1990, column479–80. In addition, it is open to people or bodies who consider that they have not been properly consulted under the terms of service planning paper 5 to make an application to the High Court for a judicial review of the health authority's actions.
