To ask the Secretary of State for Transport if he will list in theOfficial Report those airlines that have been fined under the Immigration (Carriers' Liability) Act 1987, showing the number and total value of fines for the years for which statistics are available.

Liability was incurred in 14,295 cases in the period from the introduction of the Act (4 March 1987) to 28 February 1990. This gave rise to charges totalling £14.295 million. The following carriers and agents incurred liability in that three-year period:

To ask the Secretary of State for Transport if he will review the workings of the Immigration (Carriers' Liability) Act 1987; and if he will make a statement.

I have been asked to reply.

As I said in reply to my hon. Friend's question on 26 April at column 286, there are no plans to review the workings of the Immigration (Carriers' Liability) Act. My officials have however been conducting, with British Airways, a review of the individual cases in which it incurred liability to 30 June 1989, and consideration is being given to a number of general issues raised by British Airways as a result of that review. I will write to my hon. Friend about that review, when replying to his letter of 11 April.
