§ Mr. TrippierThe Control of Pollution (Amendment) Act 1989 makes provision for the registration of carriers of controlled waste and extends the powers available to regulation authorities to deal with vehicles used in the illegal disposal of waste. The registration of carriers is closely related to the new duty of care in the Environmental Protection Bill and the 1989 amendment Act as a whole will greatly assist the deterrence, detection and prosecution of fly-tippers. It is our intention to implement all of the measures in the 1989 Act at the earliest possible date. The regulations necessary to bring the Act into force are therefore being prepared and will be issued for consultation as soon as possible.
