To ask the Secretary of State for the Environment what action he intends to take to ensure that processes requiring approval under integrated pollution control will be dealt with as quickly as possible.

As I said on 26 April at column343 in reply to my hon. Friend the Member for Waveney (Mr. Porter), I have placed in the Library of the House a timetable for the implementation of integrated pollution control (IPC). It is our intention to introduce the initial phase of integrated pollution control on 2 January 1990 and thereafter to bring all processes prescribed for control into the new system by 1995. Once an application is made, Her Majesty's inspectorate of pollution will have four months to determine the grant of an authorisation. If the inspectorate has not reached a decision at the end of that time the applicant will have a right of appeal for a determination to the Secretary of State.
