§ Mr. WaldegraveWe have constantly stressed the need for progress to be made through dialogue between the Soviet authorities and the Lithuanians, so that a settlement acceptable to both sides can be reached, enabling the Lithuanian people to decide their own future. We do not believe that coercive measures will contribute to such an outcome. We have emphasised that restraint is necessary on both sides.
