§ The Prime MinisterWe want to see the end of apartheid by peaceful means, through negotiations. We shall continue to encourage all parties to take up the opportunity now presented to negotiate a new democratic 623W constitution for South Africa. Meanwhile, we are stepping up our aid programme to help prepare for the time when all South Africans can play their full part in the political and economic life of their country.
