§ Lord James Douglas-HamiltonAs indicated in "New Roads by New Means" (Cmnd. 698), it is proposed to introduce new procedures for the authorisation of privately financed roads which would, if adopted, amend and supplement the Roads (Scotland) Act 1984. These proposals have been adjusted in the light of comments on the Green Paper which have been received from the private sector and from a wide range of organisations concerned with roads and transport. The adjustments are set out in the Government's response to the consultation. The new procedures will safeguard the environment and uphold the rights of individuals and local councils affected by such privately funded infrastructure developments.
