§ Mr. GristI refer my hon. Friend to the reply I gave to my hon. Friend the Member for Cardiff, North (Mr. Jones) on 3 April, which indicated the community charges set by Welsh local authorities and the standard spending assessments attributed to them. The detailed political composition of Welsh councils is given on page 704 of the "Municipal Yearbook 1990".
