To ask the Prime Minister if it was with her authority that her press secretary on 12 March initiated a call to the Press Association to comment on the alleged challenge on her position as Prime Minister from members of her own party; if she will put in the Library a transcript of the conversation between Mr. Ingham and the representative of the Press Association; and what consequences such an initiative has for relations between the civil service and the press as outlined in the Armstrong guidelines.

My chief press secretary, as a civil servant, acted wholly properly in correcting, on my behalf, an unfounded newspaper allegation relating to the Government.
