§ Mr. Lang[holding answer 7 March 1990]: Financial checks on all training providers in YTS and employment training are carried out by the Training Agency's professional accountant in Scotland.
All organisations operating YTS must have approved training organisation status, and all organisations operating employment training must achieve approved training organisation status by 5 September 1990 or two years after the start of their contract. One of the criteria for this is financial viability. Organisations must demonstrate that they have the financial resources to fulfil their contracted obligations, operate effective financial systems and controls and maintain up-to-date and accurate administrative records.
