To ask the Secretary of State for Scotland if he will list private companies involved with provision of youth training schemes and employment training in Scotland by regional area; and how expenditure of public money by them is monitored.

[holding answer 7 March 1990]: Financial checks on all training providers in YTS and employment training are carried out by the Training Agency's professional accountant in Scotland.

All organisations operating YTS must have approved training organisation status, and all organisations operating employment training must achieve approved training organisation status by 5 September 1990 or two years after the start of their contract. One of the criteria for this is financial viability. Organisations must demonstrate that they have the financial resources to fulfil their contracted obligations, operate effective financial systems and controls and maintain up-to-date and accurate administrative records.

It is not possible to provide a comprehensive list of private companies involved with the provision of the youth training scheme and employment training in Scotland.
