Friend is taking powers in the Social Security Bill which, if approved, will lead to the introduction of a new scheme of grants for energy efficiency measures in low-income households. The amount of grant payable to an individual applicant under the scheme will depend upon the work undertaken; the allowable maximum still has to be settled.
