§ Mr. Kenneth ClarkeThe Soviet Health Minister, Mr. E. Chazov, sent a letter which suggested that nuclear weapons testing posed a threat to life and health, and called for a test ban. I replied, among other things, that these tests posed no danger to public health and that as we wish to retain a nuclear deterrent, we should have to retain weapons testing.
