§ Lord James Douglas-HamiltonWhen approving Scottish Homes' programme for any year my right hon. and learned Friend also agrees the amounts which Scottish Homes proposes should be spent on particular functions. The allocation of funds to specific areas or to individual projects is then a matter for Scottish Homes.
