§ 49. Mr. DykesTo ask the Secretary of State for the Environment if he will list the principal elements being considered for his Department's draft legislation on planning and development controls in urban areas of relatively high density.
§ Mr. Michael SpicerIn reply to a Question from my hon. Friend on 12 March,Official Report, column 104, I indicated the options that I proposed should be included in a forthcoming consultation paper about the possible extension of planning control to the demolition of dwellinghouses. Some of these options would need legislation. As we have indicated, the Government intend to introduce legislation at an early opportunity on a number of planning topics, which would apply in urban areas and elsewhere.
§ 54. Mr. ReesTo ask the Secretary of State for the Environment what action he is taking to ensure high quality design in new and refurbished buildings so that they improve the appearance of the town or city; and if he will make a statement.
§ Mr. Michael SpicerI refer the right hon. Gentleman to the reply given by my right hon. Friend the Secretary of State to my hon. Friend the Member for Gloucester (Mr. French) on 6 March 1990,Official Report, columns 557–58.
