To ask the Secretary of State for the Environment what progress is being made by the National Rivers Authority in controlling river pollution and taking action against polluters.

Since it fully assumed its responsibilities on 1 September 1989, the National Rivers Authority has been actively carrying out its functions in relation to pollution control, and has successfully prosecuted a number of offenders. The authority has also embarked on a number of reviews of policy areas, including the discharge consent system, and it will carry out a national survey of water quality in 1990.
