To ask the Secretary of State for Employment how many young people aged over 18 years are on YTS with special training needs endorsements.

A total of 15,900 young people aged over 18 were on YTS with special training needs endorsements on 31 December 1989.

To ask the Secretary of State for Employment whether the Government intend to introduce an increase in the YT allowance, age related for 18-year-olds and over, in line with the principle set in April 1988 for income support claimants when rate liability was introduced.

There will be no change to the value of the higher rate of the youth training allowance. The present level of this allowance represents a clear lead over the corresponding level of the income support for 18-yearolds, and will continue to do so when the income support rates are increased in April.
